Safir was appointed commissioner after a career in law enforcement that started in 1965 with the New York office of the Federal Bureau of Narcotics, now the Drug Enforcement Agency. During the 1980s he was chief of the Witness Security Division of the DEA and associate director of U. S. Marshals.
