Actor/trumpeter Johnnie "Scats" Davis plays the titular character, the similarly nicknamed Bill "Scats" Small in this swing-happy and sweet/silly tale of small-town crime and romance. Bill Small thinks he has it all -- a surefire Wall Street-beating system (at least on paper); his gal, Betty (Penny Singleton); a room at Betty and her sister Jane's (Lola Lane) boarding house; his trumpet; his dreams; and, best of all, no job! Bill's life of Riley takes a decided downturn when Jane evicts him for back rent and Betty gets engaged to local big banker Jim Belden (Donald Briggs). Big- thinking, horn-blowing Bill isn't going to take that lying down (much as he'd like to) and embarks on an "all's fair in love and war" quest to reclaim his honey. Luckily for Bill, Jane's husband, Ed (Chester Clute), and Jim Belden want to try their hands on his stock-market system
