He won first prize in Papers on News in the 29th China News Award.<b> Zhang Wenguang</b>, professor and doctoral supervisor of the School of Administration and Management, Beijing Normal University, is an expert with a special government allowance from the State Council. He is a member of the National Guidance Committee of Graduate Education in Public Administration and of the Teaching Guidance Committee of Public Management of the Ministry of Education. He has presided over many major projects. He has published more than 10 monographs and over 100 papers in CSSCI journals.
